On the 60th day of my solo trip to Laos, into a wound that has not healed…
※Today, I walked 25km from Longpet to Phonsavan.
I have now crossed the border of Samrua at the northeastern tip of Laos and am now heading to Phonsavan, Muang Prison (the city where the state government is located) in Xiengwang Province. It was a pity, but I was lucky enough to go for a few days while organizing my journey in the drink.
After walking so hard, I got used to walking a little bit, and I arrived at the entrance of Phonsavan a little earlier than I expected. It seemed that it was still on the outskirts of the city, but it was nice to see a guesthouse that was not open during the day.
However, there was no one to wait for, and there was nothing to be busy with, and all I had to do was find a place to lie down where I could rest for a few days.
A few years ago, I happened to see a guesthouse in front of me, and although it looked a little shabby, it still had everything I needed, and the price was relatively very cheap.
In particular, the entrance and reception room were like a small war museum, and it was very impressive that it was filled with all kinds of broken firearms and the remains of large and small bombs.
At that time, the owner’s explanation was vivid, and it was a place with a heartbreaking story: “This area was the place where the Lao Allied Command was stationed during the Vietnam War, and the area where the U.S. military bombed a huge barrage of bombs at the end of the war.”
Even though 40 years have passed, there are still unexpected, unexploded bombs in the vicinity, and there are often casualties, and the Lao government and others have issued a statement saying, “Residents and tourists in this area are strictly prohibited from entering except designated roads and villages.
It is a place where special caution and requests are being made.” Of course, the United States, a party to the war, had been excavating and dismantling unexploded ordnance for more than 10 years, but it was not as easy as it sounded.
The reason for this is that the cost of manufacturing a bomb is 10 times higher, and the manpower and time to find each bomb by search is not formidable, and above all, the area of removal is too large, and the number of unexploded ordnance is also considered to be enormous.
It is difficult to predict how much more time, money, and experts and equipment will be required to complete the project. If I were to add for a moment what I knew about the war situation at the time,
Ho Chi Minh, who was the supreme commander of the Viet Cong, and Cai Son, who was the commander-in-chief of the Lao army, were like brothers-in-law and allies (after the war, they became the first presidents of Vietnam and Laos, respectively), and they mutually cooperated.
With Xieng Guang as their base, they used to wage local wars without fronts, inflicting considerable damage on the U.S. and the Viet Cong Army, so the U.S. bombed the area with a massive bombing to suppress the base. The United States will mobilize its proud long-range strategic bomber B29 as much as possible.
During the 10 years of the Vietnam War, more than the total number of bombs dropped throughout Vietnam were dropped on the area at once. For almost a year, they rained down bombs every day, and the number of bombs amounted to 4.5 million tons.
However, the revolutionary army’s opposition became more intense, and the government and American forces began to be pushed back by the famous Tet offensive by the Viet Cong and finally suffered considerable losses in the Battle of Dien Phuen Vi.
The situation became more and more unfavorable for the United States, and after that, the United States decided that it had no chance of winning the war, and in fact, it completely withdrew from Indochina, leaving the only stain of defeat in the war in which the United States participated, and the war ended and reached today.
Even if we assume that the number of unexploded bombs is only 1%, it is difficult and takes a lot of time to excavate, dismantle, and remove them one by one.
As a non-expert, we can’t even know, but a few commonsense guesses must have been enormous.
No one knows if it will cause damage to people, etc., and the fact that the unexploded ordnance accident is still heard from time to time shows that the problem is serious.
Many people continue to die or become disabled, and accidents large and small continue to occur, such as unexploded ordnance and serious injuries to foreign tourists. War! For whom and for what was it a war?
No matter how much I thought about it, I was desperate to think that there should be no more wars on earth for whatever reason, but now I was walking with my whole body feeling the horror and cruelty of that war, where the horror and cruelty of that war were clearly being proven.
Speaking of which, a bomb is a bomb, but for a moment, there is another part of the war that we should pay attention to, which is the attitude of the communist government in Laos after the end of the war, when the United States was defeated in the Vietnam War.
Most countries in Indochina, under the influence of neighboring China, were rapidly becoming communist, and in the process of rapid communization, bloody purges of ideas and ideologies were carried out, especially in the case of the Khmer (now Cambodia), which became notorious as the “killing fields” where the greatest massacres were carried out.
In the case of Vietnam, the desperate escapes of life “boat people” was enough to counite a new abbreviation for war refugees, and they were aware of how many people had disappeared from the scene of the horrific massacre of war because of their different ideologies and ideologies.
Of course, South Korea, also experienced the June 25 Uprising, which was the Korean War, and knew very well how many innocent lives were taken and sacrificed by the North and South for similar reasons.
However, in the case of Laos, with the establishment of the Communist Revolutionary Government of Cai Son, they stated that there should be no more innocent killings for any reason, and they had different ideologies and ideologies, and they cooperated with the U.S. military during the war, causing considerable damage to the revolutionary army.
To all the Lao Hmong and others, with just a memorandum of conversion, without raising any further conditions or problems, they accepted all of them amicably, and for those who did not want to convert, on humanitarian grounds, to international organizations such as the United Nations,
They were officially recognized as war refugees and demanded to leave Laos as asylum, etc., and the UN accepted their demands as refugees to prevent the re-enactment of the “Killing Fields,” and the United States and Europe accepted them.
Thus, thanks to the humanitarian consideration of the Lao Communist government, more than 400,000 Lao people (the total population of Laos at that time was about 3.5 million), or about 10% of the total population, were able to leave for the United States and other countries in a friendly manner.
It was indeed a beautiful decision such as “Cai Son”, but it was a clear fact that I think was the result of the pure heart of the entire people of Laos, and it confirmed that the dignity of all human beings should be given the highest priority, no matter how much a revolution for freedom and peace.
We should not forget that we had paid respect and respect to them. And now, in the middle of the war, I arrived at Phonsavan, where the Supreme Command of the Lao Revolutionary Army was located at the time, and entered a guest house filled with unexploded ordnance.
After all, the Vietnamese couples did not forget about me and welcomed me. Once I looked around, I saw that everything was still in place, and the grime of the years had piled up a little longer, and once again, I remembered that there should be no more wars for any reason.
Take a moment to reflect on a passage from the teachings of the old Chinese saint “Mencius.” “Is it necessary to use punishment? If the ruler is based on virtue, the natural people will be virtuous. 나홀로 라오스여행 60째 날, 아물지 못 한 상처 속으로…
※오늘은 롱펫에서 폰사반까지, 걸어서 25km를 갔다.
나는 지금, 라오스 북동쪽 끝의 삼루아주 경계를 넘어, 이제 시엥광주의 무앙 뺏(주 정부가 있는 도시) 폰사반으로 향하고 있다. 아쉽기는 했지만 행운의 며칠 간, 술독 속의 여정을 정리하면서 가고 있었다.
그렇게 열심히 걸다 보니, 걷는 게 조금 익숙해졌는지, 예상보단 조금 빨리 폰사반 입구에 도착하고 있었다. 분명 아직 시 외곽인 것 같았는데, 낮 설지 않는 게스트하우스가 눈에 들어오고 있어 반갑기도 했다.
하지만, 딱 이나 기다리는 사람도, 바쁘게 해야 할 일도 없는, 그저 남는 게 시간밖에 없는 뚜벅이 였기에, 우선은 그동안의 술독도 풀 겸, 며칠 쉬어 갈 수 있는 누울 자릴 찾는 게 당면과제일 뿐이었다.
마침 몇 년 전, 우연치 않게 다녀 가면서 묶었던 게스트하우스가 눈앞에 나타났는데, 조금 허름했던 모습이었지만, 그래도 갖출 것은 다 갖추고 있었으며, 상대적으로 가격이 아주 저렴 했던 것이 기억이 났다.
특히 입구와 응접실이 작은 전쟁 박물관과 같았는데, 온통 부서진 각종 총기류와 크고 작은 폭탄의 잔해 들로 가득 차 있었던 것이, 무척 인상적이었던 곳이었다. 아무래도 이 지역은 말로만 들었던 치열한 전쟁터였던 것이 사실인 듯,
당시 주인장의 설명이 생생했는데, “지금 이 지역은 베트남전 당시 라오스 동맹군 사령부가 주둔했던 곳으로, 전쟁 막바지 미군이 엄청난 폭탄 세례를 퍼부었던 지역” 이라는 가슴 아픈 사연을 간직한 지역들로,
지금 40년이 지났어도, 아직도 주변에는 예기치 않은, 당시의 불발탄들이 터져, 인명 피해가 종종 일어나는 불상사로, 라오스정부 등은, “이 지역 주민들 또는 여행객 등에게, 정해진 도로와 마을 외에는, 출입을 엄중히 금지하는,
각별한 주의와 당부를 하고 있는 곳” 이라고 했다. 물론 당시 전쟁 당사자 미국 등은, 벌써 10년이상을 불발탄을 발굴하여, 해체를 하고 있지만, 그 제거가 말처럼 그리 쉽지 만은 않다는 것이었는데,
그 이유인 즉, 폭탄 한 개를 제조하는 원가의 10배의 비용과, 일일이 탐색기로 찾아내는 인력과 시간도 만만치 않다는 것으로, 무엇보다 제거 지역이 너무 방대하며, 불발탄의 숫자 또한 어마어마 한 것으로 파악되고 있기 때문에,
앞으로도 얼마나 더 많은 시간과 비용, 그리고 전문가와 장비가 투입되야 마무리될 수 있을지, 예측이 어렵다는 것이었다. 잠시 내가 알고 있는, 당시 전쟁 상황을 부연설명으로 덧붙여 본다면,
베트콩 최고 사령관 이었던 호치민과, 라오스군 총사령관 이었던 카이손은 서로 의형제와 같은 동맹군 사이로(전쟁이 끝난 후 두사람은 각각 베트남과 라오스의 초대 대통령이 됨) 서로 상부상조하며,
이 곳 시엥광을 그들의 근거지로, 전선이 없는 국지전을 펼치며, 미국과 월맹군 등에 적지 않은 타격을 입히곤 했기에, 미국은 대규모 폭격을 이 곳에 퍼부어 그 근거를 제압하려고. 미국이 자랑하는 장거리 전략 폭격기 B29를 최대한 동원,
월남전 10년 동안에 월남 전역에 떨구었던, 전체 폭탄의 수 이상을, 한꺼번에 이 지역 등에 투하하는 초토화 작전을 진행. 거의 1년 동안 매일 같이 폭탄의 소낙비를 퍼 부었는데, 그 폭탄의 수가, 무려 450만 톤에 달했으며,
특히 이곳 시엥쾅 지역에 200만톤 이상을 쏟아 부었다고 한다. 그러나 오히려 혁명군의 반발은 더욱 거세 지면서, 그 유명한 베트콩의 구정 공세에 정부군과 미군 등이 밀리기 시작하더니, 급기야 디엔푸엔비 전투에서 상당한 피해를 입으면서,
상황은 미국이 점점 불리 해 졌으며, 이후 미국은 더 이상 전쟁에 승산이 없음을 판단, 사실 상, 미국이 참전한 전쟁 중에 유일한 패전의 얼룩을 남긴 채, 인도차이나에서 완전 철수하여, 전쟁이 끝나고 오늘에 이르렀다는 것이었다.
그러니 그 폭탄의 수가 얼마나 되는 지는 상상을 초월. 그 불발탄 역시 엄청날 수밖에 없음인데, 지금 그 불발탄이 단1%라고 가정해도, 하나, 하나 발굴, 해체, 제거한다는 것이, 얼마나 어렵고 많은 시간이 필요로 하는 지는,
전문가가 아닌 우리로 선 전혀 알 수도 없지만, 대략 상식적인 짐작만으로도 엄청날 것에는 틀림없을 것이었다. 더 더욱 문제는 불발탄으로, 이미 세월이 흘러 땅속에 묻혀 있다 가도, 언제 어떻게 밖으로 나와,
사람 등에게 피해를 입힐지는, 아무도 알 수 없다는 것으로, 아직도 그 불발탄 사고가 간간히 들리고 있는 걸로 봐선, 그 문제가 심각하다는 것이었다. 실제 최근에도, 불발탄의 잔해에 많은 사람들이 끔찍한 피해가 발생,
계속해서 많은 사람들이 사망 또는 장애인이 되고 있음인데, 얼마전에도 불발탄이 터져 외국 여행객이 중상을 입는 등, 크고 작은 사고가 계속되고 있다는 것이었다. 전쟁! 그것은 누구를 위한, 무엇을 위한 전쟁이었는지,
아무리 다시 생각 해 봐도, 어떤 이유로든 지구상에서 더 이상의 전쟁은 없어야 된다는 생각이 간절하기만 했는데, 지금 나는, 그 전쟁의 참혹함과 잔악성이 여실히 증명되고 있는, 그 현장을 온몸으로 느끼며 걷고 있다는 것이었다.
말이 나왔으니 폭탄도 폭탄이지만, 잠시 여기서 그 당시 전쟁의 내용 중, 우리가 주목해야 할 부분이 또 하나 있음은, 종전 이후의 라오스 공산 정부의 태도로, 베트남전에 미국이 패전으로 기록되면서,
인도차이나의 대부분의 나라는, 인접한 중국의 영향을 받아, 급속히 공산화 되는 과정에서, 사상과 이념 등의 피의 숙청이 단행. 특히, 크메르(지금의 캄보디아)의 경우, 최고의 학살이 자행된 “킬링필드”로 악명을 떨쳤고,
베트남의 경우도, 목숨을 건 필사의 탈출들 “보트피플” 이란, 전쟁 난민들의 새로운 약칭을 만들어 낼 정도로, 사상과 이념이 다르다는 이유로 얼마나 많은 사람들이, 전쟁의 참혹한 학살의 현장에서 사라져 갔는지 잘 알고 있음이었다.
물론 한국도, 역시 한국전인 6.25동란을 겪으면서, 남과 북이 이러한 사상 등의 비슷한 이유들로, 얼마나 많은 무고한 목숨들을 빼앗아 희생시켰는지, 구태여 말하지 않아도 너무나 잘 알고 있는 사실들이었는데,
그러나 라오스의 경우, 카이손의 공산혁명정부가 들어서면서, 이 들은 어떠한 이유로도, 더 이상의 무고한 살상은 없어야 한다고 밝히고, 사상과 이념이 다르고, 전쟁 당시 미군에 협조를 하여, 혁명군에게 적지 않은 피해를 입힌,
라오스 몽족 등 다른 모든 사람들에게, 전향을 한다는 각서 한 장 만으로, 더 이상의 어떤 조건과 문제도 제기치 않으며, 이들 모두를 우호적으로 받아들여 줬으며, 전향을 원치 않은 사람들에 대해선, 인도적 차원의, 국제기구 UN 등에,
이 들을 정식 전쟁 난민으로 인정해, 망명 등으로 라오스를 떠날 것을 요구하여, UN은 ‘킬링필드’의 재현을 막기 위해, 이들의 요구를 난민 등으로 수용, 미국과 유럽 등에서 이들을 받아들였다고 했다.
그리하여 라오스공산정부의 인도적인 배려로, 라오 몽족을 비롯한 라오스 인들 40만 명(당시 라오스 총인구는 약 350만 정도) 이상, 전체 인구의 10% 정도가, 미국 등으로 우호적인 이주를 떠날 수 있었다는 것이었는데,
정말 ‘카이손’ 등의 아름다운 결정이기도 했지 만, 이는 라오스 전체 국민들의 순수한 마음의 결과라고 생각되는, 아무리 자유와 평화를 위한 혁명이라 하여도, 모든 인간의 존엄성이 가장 우선시되야 함을 확인시켜 준, 분명한 사실 이었기에,
우리는 그 들에게 존경과 경의를 표했음을 잊지 말아야 할 것이었다. 그렇게 지금 나는, 그 전쟁의 한가운데, 당시 라오스 혁명군 최고사령부가 있었던 폰사반에 도착, 당시 불발탄으로 가득 찬, 게스트 하우스에 들어섰고,
역시 베트남인 부부들은 나를 잊지 않고 반가이 맞이해 주고 있었다. 일단 두리 번, 두리 번 둘러보니, 모든 것은 변함없이 제 자리를 지키고, 세월의 때 만 조금 더 쌓인 채였는데, 다시한번 어떠한 이유로든 더 이상의 전쟁은 없어야 함을 상기하며,
잠시 중국의 옛 성인 “맹자”의 가르침 한 대목을 되 새겨 본다. “형벌을 사용할 필요가 있는가? 권력자가 덕을 근본으로 하면 자연 백성은 유덕하게 될 것이다. 윗사람의 덕은 바람과 같고, 대중의 덕은 풀잎과 같아, 바람이 불면 풀잎들은 고개를 숙이도다.”
